Differential Rating System

Differential rating allows the Council to adopt a system based on the 'user pays' principle, where those with most demands on Council's Services pay accordingly.

Council has adopted seven land use categories: Residential, Hotel, Commercial, Retail, Office and Vacant Land.


Residential
The residential category covers properties that are used for singular and multi-dwellings, including boarding and lodging accommodation. The residential rate is set at a lower level to support the City's aim to increase inner city living. The Council recognises that an increased residential population will benefit all other sectors in the district.

2009/10 rate for Residential properties - 4.322 cents per dollar of valuation.

Hotel
This category includes hotels and serviced apartments. A healthy hotel sector will benefit other sectors by attracting more people into the central business district.

2009/10 rate for Hotel properties - 6.863 cents per dollar of valuation.

Commercial (includes service and entertainment facilities)
This classification includes a variety of land uses including transportation services, medical facilities, communication services, wholesalers, laboratories and auto services, entertainment services and sporting facilities. A strong commercial sector stimulates other activities in the City. Other sectors gain as these activities will entice more people into the central business district

2009/10 rate for Commercial properties - 6.325  cents per dollar of valuation.

Retail
This classification includes retail sales and services. The retail sector is a key attraction for city visitors and is well supported by Council through a broad range of services including city promotions, special events and advertising programs.

2009/10 rate for Retail properties - 7.232 cents per dollar of valuation.

Office
The majority of the city's properties are used for office accommodation and a large portion of the City's expenditure is spent to provide the infrastructure supporting office workers and clients.

2009/10 rate for Office properties - 3.697 cents per dollar of valuation.

Vacant Land
Vacant Land is of little benefit to the community and is not encouraged by the Council. Accordingly, those few properties in this category attract the highest rate.

2009/10 rate for Vacant Land - 7.394 cents per dollar of valuation.

Waste Management Service

The City has introduced a separate waste management charge, to encourage waste minimisation. The charges are recorded separately so ratepayers can easily identify them. In keeping with the "user pays" principle, those ratepayers who wish to make greater demands on this service will also contribute more to maintain it.

  • The basic residential waste management charge is $153.00. Pensioners who receive a full pension will receive a 50% rebate on this charge.
  • The basic non-residential waste management charge is $220.00.
  • Additional services are available if required for $166.00 per service (GST inclusive)
  • A 660 litre Bulk bin is $796.00 (GST inclusive)
  • Recycling $109.00 (GST inclusive)

These waste management charges are annual charges for each weekly collection.

 

Goods and Services Tax (GST)

GST does not apply to Local Government Rates or the Basic Waste Management Charges. All other Rubbish Service charges, however, are subject to GST.

    - Street Order Roll - Paper Copy Cost $103.00
    - Property Orders & Requisitions Cost $75.00
    - Rate Enquiries Cost $30.00


Rebates

Pensioners/Seniors
Eligible Pensioners or Seniors may qualify for a concession from Council Rates and the Emergency Services Levy. Please contact Council's Rates section on 9461 3296, or the Water Corporation on 1300 659 951 for further information or to obtain an application form.

Inner City Residential Rate Relief Scheme
Purchasers of a new residential property within the area bounded by the Mitchell Freeway, Swan River, Victoria Avenue and Wellington Street may qualify for a rebate from Council rates for a period of three consecutive financial years. Rates Exemptions

Under S6.26 of the Local Government Act 1995, some organisations or lessees may be eligible to apply for a rates exemption.

Organisations that are ‘not for profit’, religious bodies, government agencies etc can be granted a rates exempt status upon application.

The application form for a rates exemption can be downloaded by clicking on the link on the top right of this page. The completed form can be sent to the City of Perth along with all supporting documentation for it to be assessed. A decision will be prepared and you will be advised of the outcome in due course.

Rates exemptions will remain in place for a period of 3 years (unless circumstances of the exemption change) when a review will be undertaken to determine if the exemption is to continue.
